How we work

A four-step path,
refined over 45 years.

Clear stages, written communication, and a single point of accountability from first call to final sign-off.

Step 01

Pre-application review

We assess your plans against the BCA deemed-to-satisfy provisions and flag compliance issues before they become assessment delays.

Step 02

CDC or CC issued

Where the project qualifies, we issue your Complying Development Certificate or Construction Certificate with conditions you can actually work with.

Step 03

Critical stage inspections

On-site inspections at the mandatory stages, with clear, written notes for the builder so any rectification is unambiguous.

Step 04

Occupation Certificate

Final inspection, documentation review and OC issued when the build genuinely meets the standard.

Why HBCC for certify

What you actually get when we take it on.

Class 1a & 10 specialists

We don't try to be everything to everyone. Class 1a homes and Class 10 ancillary structures are what we certify.

Strict independence

We do not certify projects we've had any building, design or PM involvement in. No exceptions.

BCA guidance up front

Pre-DA and pre-CC reviews so you understand exactly what the deemed-to-satisfy path asks of your project.

Inspections that read clearly

Site notes the builder can act on. No vague comments, no surprises at the next stage.

Common questions

Things people ask.

Can HBCC certify a project HBCC built?+

No. If we've built, designed, project managed, administered the contract, or done pre-DA work on a project, an independent certifier must be engaged.

What's the difference between a CDC and a DA + CC?+

A CDC is a fast-tracked combined planning and construction approval for projects that meet specific complying development criteria. A DA + CC is the longer council pathway for projects that don't.

Do you only certify in the Hawkesbury?+

We work across NSW. Travel for inspections is factored into the fee proposal so you see it up front.
